high waist polka dot skirt

the lovely polyester housedress i bought at the thrift store

cut off the top

the remaining bottom was serged

i also sewed the button up part closed.  it is after all, a skirt.  not a hooch show.

i put pins in [for once] and made a waistband casing

actually sewed along the top seam, inserted the elastic, and..

voila!
